Formed in 2015, just before the regional elections took place, the CRAC (the regional league of the Arts and Culture) gathers a group of volunteers made of professionals of all cultural and artistic disciplines from all over the Hauts-de-France region and aims to assess the local cultural policy situation.

Has the music scene become the new paradigm of collaborative innovation? A sample of initiatives randomly picked on both side of the France-Belgium border seems to confirm this trend: concert venues, labels, federations, artistic exchanges… All of which involved in inspired and inspiring projects. These will be at the heart of our discussion and the set of future approaches.
